The Constitution and Legal of the deputies of the of ministries in the Iraq _ A comparative study _

Abstract

     The purpose of this paper is to try to clarify the legal rules that regulating the legal status of the deputies of the ministries in the Iraqi state structure by clarifying the constitutional and legal mechanisms that should by followed in appointing these deputies in their positions .      This research also aims to addressing the administrative competencies granted to the  deputies in the  ministries , whether their  competencies originally granted to them under the legal texts or the jurisdictions delegated to them by the competent minister or other senior administrative bodies in the state . This paper will explain the legal responsibility that may be subject to the deputies in the exercise of the their functions in the ministry .
